Why This Matters
Most organisations only discover a problem once it has already caused damage – a tribunal claim, a resignation, or a story in the press. Whistleblowing exists to catch problems earlier, while they are still small enough to fix quietly and fairly.
Yet nearly a third of UK employees don’t know if a reporting channel even exists at their workplace, and the vast majority who do know are still afraid to use it. That gap is a legal and reputational risk sitting in plain sight – and it’s one that’s straightforward to close with the right channel and the right policy.
What Counts as Whistleblowing?
Whistleblowing is when a worker reports wrongdoing that affects others, not just a personal grievance. Under the Public Interest Disclosure Act (PIDA) 1998, a “protected disclosure” typically covers concerns such as:
- A criminal offence
- A breach of a legal obligation
- A miscarriage of justice
- Danger to health and safety
- Damage to the environment
- Deliberate concealment of any of the above
Workers who raise a genuine protected disclosure are legally protected from dismissal or detriment. Employers who don’t provide a clear, safe channel are exposed to greater legal risk if a concern surfaces via a tribunal or the press instead.

Book a DemoWhat is a whistleblowing policy and do I need one?
A whistleblowing policy sets out how your organisation lets people report wrongdoing safely, what happens next, and how they're protected. UK employers aren't legally required to have one, but without it you're relying on staff to raise serious concerns with no clear process - which increases legal and reputational risk.
Is whistleblowing reporting confidential or anonymous?
Both options are usually offered. Confidential means your organisation knows who raised the concern but keeps it restricted; anonymous means you don’t know the reporter’s identity Importantly. WorkInConfidence enables you to have a dialogue with the anonymous case raiser which puts you in a better position to resolve the issues.
What does UK whistleblowing law actually require?
The Public Interest Disclosure Act (PIDA) 1998 protects workers who make a "protected disclosure" from being dismissed or disadvantaged for speaking up. It doesn't mandate a specific reporting system, but having one materially reduces the risk of a concern escalating to a tribunal or the press.
How quickly can we set up a whistleblowing reporting service?
You can be live within a few days. We have a very effective onboarding and client success programme, which also includes employee communication materials and launch support
Does this replace our existing HR case management system?
It can run standalone or alongside your existing HR case management setup (or replace it entirely). Many clients use WorkInConfidence for both whistleblowing concerns, speak up cases and wider HR cases managed on the same platform (our sharing protections make this very easy)
